Tough Times In Brunei

Before Bill Gates came along, the wealthiest man in the world was the monarch of a tiny oil- and natural gas-rich country known as Brunei on the island of Borneo in the South China Sea.

The 29th head of a royal dynasty that dates back some 600 years, the 54-year-old Sultan Hassanal Bolkiah has ruled since his father abdicated the throne in 1967. In 1997, we estimated his wealth, derived almost entirely from the export of oil and gas through a 1,300-mile network of underseas pipelines, at $38 billion. Bill Gates came in a close second that same year with $36.4 billion.

But it's all been downhill from there. In 1998, falling oil prices and the Asian currency crisis teamed up to hammer the country's economy and the Sultan's wealth. Then there's the matter of the Sultan's brother, Prince Jefri, who is said to have squandered an estimated $2.7 billion meant for investment overseas. A company run by Jefri, Amedeo Group, fell apart under the crushing weight of $6 billion in unpaid debts.

This year, the Sultan is worth just more than $16 billion.

Still, the Sultan's estimated $16 billion fortune makes him one of the 15 richest people in the world, but not the world's richest royal. That spot goes to King Fahd Bin Abdulaziz Alsaud of Saudi Arabia, whose net worth we estimated this year at $30 billion.

Normally, we separate the fortunes of royalty and heads of state like the Sultan of Brunei from the core "capitalist" billionaire list. That's because royal fortunes are more closely tied to political prowess than business acumen. Our estimates of royal net worths are also much rougher than those of capitalist billionaires since information on the fortunes belonging to heads of state are much harder to pin down.

After being sued by his brother, Jefri has been forced to rid himself of many of his assets, among them London's Asprey and Garrard Jewelers, some 2,000 cars, 117 planes and a $500 million yacht, which was offered for sale unfinished at an estimated $75 million.

Jefri is living on a $300,000 monthly allowance.

Brunei's 330,000 citizens still pay no taxes and enjoy free medical care and education.

They also make an average annual income of $14,800. But the country is beginning to face up to the fact that its natural wealth has limits.

Its oil and gas reserves are said to be running out, with only about 25 years of supply left. With 60% of the country employed by oil company Royal Dutch/Shell rd (nyse: rd - news - people), the country must diversify its economy or face a crippling employment crisis. And with an annual population increase of 3.1%, the country will likely have a difficult task in keeping its subjects as comfortable when oil and gas revenue, estimated at $6 billion per year, runs out.

Waiting in the wings to take over for him is the Sultan's 24-year-old son, Crown Prince Al-Hutadee Billah. Educated at Oxford University, he is being groomed to take over the reins of power, according to his Web site, by familiarizing himself with the workings of various government ministries in Brunei and international agencies like the World Bank and the International Monetary Fund.
